Flagstaff, Arizona, is raising the cost and paperwork of running a short-term rental, and the burden falls unevenly. Hosts who list exclusively on Airbnb and Vrbo are exempt from some of the city's new insurance and background-check requirements. Operators who rent independently, through their own websites or other channels, are not.

What the city is actually changing

The updated ordinance raises registration fees for short-term rental permits and adds two new conditions: proof of liability insurance and a background check tied to the property owner or manager. City officials frame the carve-out for major platforms as a recognition that Airbnb and Vrbo already run their own host verification and guarantee programs, which cover much of the same ground the city wants enforced. Independent operators, who book directly or through smaller channels without that platform-level screening, get no such pass and must handle both requirements themselves, along with the higher fee.

Why the exemption matters more than the fee increase

The fee bump is a cost every host absorbs regardless of channel. The exemption is the part that reshapes competitive position. An independent operator now has to source and pay for liability coverage and run a background check as a condition of keeping a permit current, on top of whatever insurance they already carry for the property itself. A host who lists only through Airbnb or Vrbo skips that layer entirely under the new rule, which lowers their compliance overhead relative to a competitor down the street doing the identical business without the platform in between.

Who has to move first

Operators running direct-booking sites or relying on smaller listing services in Flagstaff should treat this as a near-term compliance item, not a future one: confirm renewal timing with the city, line up an insurance certificate that meets the new standard, and budget for the background-check step before a permit lapses. Hosts already exclusively on Airbnb or Vrbo have less to do procedurally, but should still expect the higher registration fee to apply across the board. Flagstaff joins a lengthening list of cities writing platform-specific carve-outs into local ordinances, and hosts running direct channels alongside OTA listings will want to check which side of that line their bookings actually fall on.
