Puglia has extended the deadline for short-term rental hosts to complete two pieces of regional paperwork - the SCIA business notice and the CIA identification code - to December 31, 2026. Anyone renting a property short-term in the region without both in hand after that date is operating outside regional tourism law, with exposure to fines under Puglia's own rental statute.

What SCIA and CIA actually require

SCIA is the certified notice of business start that Italian regions require before a commercial activity, including short-term letting, can legally operate; it is filed with the local municipality where the property sits, not with the region directly. CIA is Puglia's own alphanumeric identification code, issued once that filing is processed and the property meets the region's rental standards. Together they form the paper trail regional inspectors check when they audit a listing, separate from anything a booking platform asks for at sign-up.

How this sits alongside Italy's national code

Italy already runs a national identification system, the CIN, which has been mandatory since 2024 for any property advertised on Airbnb, Booking.com or Vrbo, and which platforms are required to display against each listing. Puglia's CIA does not replace that national code - it sits alongside it as a regional compliance layer, tied to the SCIA filing rather than to the listing itself. A host with a valid CIN can still be out of compliance locally if the SCIA and CIA are missing, which is the gap this extension is meant to give operators more time to close.
